A Carbon-Neutral Future
California is transitioning toward a carbon-neutral economy by 2045, and swapping out gas appliances for clean electric alternatives, such as heat pumps, is a critical step for reducing emissions from the building sector. The partnership was launched with a shared vision to catalyze a sustainable, decarbonized future where Californians can benefit from clean air, home comfort, and climate resilience.
Progress Toward 6,000,000 CA Heat Pumps

Methodology
Our heat pump estimates combine the best available data from multiple sources: incentive programs, new construction, and surveys of existing buildings. These totals represent the most accurate picture we have today, and they will be updated as new information becomes available.
To calculate the overall number, we start with a baseline of heat pumps already installed, drawn from building stock surveys, such as the Residential Appliance Saturation Study and Residential Energy Consumption Survey).
We then add installations from the new construction sector, using permitting data to estimate how many new homes and buildings include heat pumps.
Finally, we include installations in existing buildings by analyzing incentive program data (such as TECH Clean California) and scaling those results to reflect the broader market.
Mission
Government and industry must work hand-in-hand to bring heat pumps to the mainstream. Our mission is to implement cross-sector initiatives that will advance the state toward Governor Newsom’s goal to install 6 million heat pumps by 2030. By doing so we will significantly reduce greenhouse gas emissions, enhance energy efficiency in buildings, and help to ensure that all Californians can access the benefits of clean electric appliances.
